PROFESSIONAL EXPERIENCE

Computer Programmer, Applied Research Laboratories, Austin, TX. Worked on classified research project associated with automated processing of active sonar signals.

Dec 69 - Aug 75

Sr. Systems Analyst, Shell Oil Company. Assigned to Technical Computer Systems Group, Computer Technology at the Information Center in Houston, TX.

Developed, coordinated, and implemented executive software for the installation of a Storage Channel Converter (SCC) and Unit Array Processor (UAP) on two Univac 1110 multiprocessor and multiprogramming computer systems. It required the use of a Univac 1108 as a test platform as well as extensive modifications to the operating system to both the 1108 and 1110.

Implemented a vendor purchased tape labeling system package into the Exec 8 and 10 operating systems. The project required major system modifications to the operating systems on the 1108s and 1110s. The project required a high level of stability and reliability since a tape library of over 300,000 reels were converted to ANSI standard labels. In addition, I provided consulting and tutorial assistance to user, operational, and data control staffs in the development of appropriate conversion and internal control procedures.

Designed acceptance, stability, and reliability tests and provided corrective systems modifications for the installation and conversion to Univac 1110 systems. Provided operating system maintenance support for Univac 1108 (Exec 2 and 8) and Univac 1110 (Exec 10) computer systems. Provided systems consultation to user, operational, and maintenance departments.

U.S. Navy and Naval Reserve. Served in submarine force as both enlisted and officer. USNR retired as Lcdr. Over 10 years active duty and 11 years in reserves. Participated actively in submarine and intelligence programs. Managed computer center and associated simulation training devices.

Computer system consulting.

American Airlines Pension Trust Plan

Designed, developed, and implemented a computer system used to monitor the investment performance of pension trust investment managers.

Financial Statistics, Inc.

Designed and developed a data compression and encryption system. System can be used with sequential, ISAM, and VSAM files (both storage and transmission).

Internal Revenue Service and Department of Justice

Performed extensive evaluations and appraisals on advanced technology computer hardware and software products as part of tax shelter investigations. Provided expert witness testimony in tax and district court.

Codeveloped and taught an introduction to computers seminar as an IRS continuing education program for engineer auditors. The seminar was given to all IRS engineers, economists, and appraisers (two instructors presenting at 7 different sites each) during Spring, 1984.

Pension and Trust Payment Plan

Designed and developed a trust and pension payment system for use by several banks nationwide. System included payee processing, check writing, check register, automatic check deposit tapes, etc.

Professional Development Institute

Taught multiple sections of advanced computer technology to Internal Revenue Service and U.S. Customs Computer Audit Specialist trainees. Teach five weeks per session (8 hours per day) of a total of 15 weeks of training. Manage PDI LAN and act as account manager for all CMS and MVS PDI accounts. The training program is used to prepare incumbent IRS revenue and Customs agents and Customs agents to become computer audit specialists.

Taught multiple sections of Computer Assisted Audit Tools and Techniques to several hundred HUD auditors and investigators. Taught specialized classes in the use of the ACL computerized audit tool.

Taught multiple sessions of Part 5 of the CMA review course for several years. Part 5 consists of quantitative techniques (statistics, sampling, LP, PERT, etc.) and computer information systems. Each session requires approximately 20 hours of teaching time.

Small Business Applications of Computers

Provided systems consulting services to small businesses. Applications included the use of small business computers for accounts receivable, billing and invoicing, inventory, and customer mailing lists. Provided direct assistance in the negotiations with computer vendors.

Texas Department of Human Services

Over a several year period participated as a consultant on several TDHS projects. Provided assistance with a major computing system conversion effort including the evaluation of computer system specifications and responses. Conducted a review of a proposed statewide data base system. Provided analysis and ongoing technical assistance to the Office of Information Systems during their development of several local area networks and a statewide distributed data processing network. Registered consultant with the state of Texas comptroller's office.

U.S. Army and Organizational Media Systems, Inc.

Provided computer and cost accounting assistance in designing and implementing a system to evaluate the effectiveness, efficiency, and utilization of all U.S. Army training device centers.

AEG, Inc.

Provided a automated system for testing insurance professionals for relicensing credit on an off-site basis.
