Staff Biographies

Phil Diebel

Phil Diebel is serving as interim Vice President for Administration. Mr. Diebel is the Vice President for Finance & Business Affairs at UNT and also serves as the Vice Chancellor for Finance at the UNT System. He manages all financial operations of the University and the System, supervises approximately 600 full-time equivalent staff, and has been employed at UNT more than 25 years.

Barbara Mawhiney

Barbara Mawhiney is serving temporarily as the Equal Opportunity Investigator.  Barbara is a retired Director of Equal Opportunity/Affirmative Action Office from another university and has 26 years experience in equal opportunity/affirmative action programs.  She has extensive experience handling discrimination complaints including conducting investigations and working toward complaint resolutions.  Additionally, she has experience providing educational workshops related to affirmative recruitment, preventing harassment, understanding diversity, and providing equal opportunity.

Joycelyn Carr

Joycelyn Carr is the Administrative Assistant to the Director of Equal Opportunity. She also supports the Executive Administrative Assistant to the Vice President for Administration on daily operations of the office and special projects. She has completed her degree in Business Administration with a minor in Human Resources Management.

Victoria Muñiz

Victoria Muñiz is a senior at the University of North Texas. She is working for the Office of the Vice President for Administration and the Office of Equal Opportunity as a student assistant. She is a political science major and psychology minor and plans to attend law school in fall of 2007. She is currently involved with Phi Alpha Delta Pre-Law Honors Fraternity and the League of United Latin American Citizens.
