Alumnus Stephen E. Proctor is President and CEO of Presbyterian Homes, Inc.(PHI). The not-for profit organization, founded in 1927, is headquarters in Camp Hill, Pennsylvania. Proctor joined PHI in 1971. He was elected President and CEO by PHI's Board of Trustees in April of 1995 following 16 years as the organization's Executive Vice President and Chief Operations Officer. Presbyterian Homes is dedicated to providing high-quality, affordable health care, housing and retirement services to older persons in Pennsylvania, Delaware, Maryland, Ohio and West Virginia.

  • Proctor oversees PHI's comprehensive range of services including: skilled nursing care, rehabilitative therapies, subacute nursing care, personal care and assisted living, continuing care communities, rent-subsidized housing, adult day care, home care, hospice and meals-on-wheels programs.

  • Currently, PHI owns and/or manages 19 retirement communities and health care facilities, serving more than 3,660 residents and clients throughout its system of care. Committed to its organizational mission, last year Presbyterian Homes provided more than $4.2 million in charitable care to 1,396 older individuals in financial need.

Proctor's career has also been marked by distinguished service to his profession as elected officer and board member of national and regional associations.

  • In November of 1995, The American Association of Homes and Services for the Aging (AAHSA), elected Proctor to serve as the next chair of its national Board of Directors. In his tenure as chair-elect, chair and immediate past chair, Proctor served on the AAHSA's Executive Committee, acting on behalf of the board when it is not in session. Proctor served as secretary of the board in 1995 and also served as a member of AAHSA's House of Delegates from 1983-1989, and from 1992 to the present.

  • He has also served the Pennsylvania Association of Non Profit Homes for the Aging (PANPHA) in various capacities including president (1982-1984); president-elect (1980-1982); vice-president (1978-1980); and board member (1978-1986). For his leadership, Proctor received PANPHA's Distinguished Service Award in 1991.

  • Proctor was Chair of the Pennsylvania Department of Welfare Long Term Care Advisory Committee from 1984 to 1994, and has served on the Inter-governmental Council on Long Term Care since 1990.

Prior to attending the University of North Texas, Proctor received a B.S. in Business Administration from Elizabethtown College, and his his R.N. from St. Clair County Community College. Originally from Port Huron, Michigan, Proctor currently resides in Dillsburg, Pennsylvania with his wife Rhonda, and two children.
