of  Recent EADP Graduates


The field of emergency management is evolving into an important and recognized profession.  Recent disasters indicate that there are many opportunities in the public, private and non-profit sectors, at both the domestic and international levels.  In the public sector, you could work as a city or county emergency manager, a state disaster recovery liaison, or a FEMA program manager.  There are also opportunities with the Department of Defense, the Department of Transportation, the Environmental Protection Agency, OSHA, USAID, United Nations, Organization for American States, the European Community, etc.  In the private sector there are jobs as business continuity specialists, risk managers, hospital disaster planners, airlines incident managers, etc.  In the non-profit sector there are jobs with the Red Cross, Salvation Army, CARE, Church World Services, Oxfam, etc.  Salary for non-profit jobs typically starts between 24,000 and 36,000.  Public sector jobs pay moderately higher wages, starting between 30,000 and 50,000 with increases up to 75,000 and sometimes beyond.  The private sector has jobs that range from the 30,000 to the 100,000s.  All jobs, of course, are based on degree, credentials and experience.

For the last 12 years, I have been in two industries in the career field of safety and emergency management: the oilfields of west Texas and hospitals. As a graduate of the EADP, I was able to combine my emergency management and safety experience into one degree. I have worked in two different hospitals, Cook Children's Medical Center and Harris Methodist H.E.B., as their Safety Officer. I am currently the chair of the Dallas-Fort Worth Hospital Council Training and Exercise Committee were we plan the training and exercise programs for hospitals with the HRSA grant dollars.

I recently took a new position with Safety Management Services (SMS), as a Staff Consultant. The company office is out of Chicago and I am the Texas office representative. I get the great opportunity to consult with hospitals on their Joint Commission compliance which includes emergency management, safety, fire safety and four other programs relative to healthcare. My part time job has been in the United States Air Force Reserves for last 10 years and I'm currently a Technical Sergeant- Tactical Radio Operator. I am with the 433rd Aeromedical Evacuation Squadron at Lackland AFB, Texas in San Antonio. I have traveled all over the world and love the adventure.

In the spring of 2006 I graduated from the EADP program.  I obtained employment with the McKinney Texas Fire Department, Office of the Fire Marshall, as a Fire Systems Review Specialist.  Listed below are just some of my daily job functions:

  • Reviews and evaluates routine plats, site plans, civil drawings, building plans and specifications, construction drawings, and fire protection system designs and calculations.
  • Provides technical advice and assistance to developers relating to code compliance.
  • Provide technical assistance to incident commanders for structural safety, fire protection systems, hazardous materials, and other technical matters.
  • Conducts inspections of fire hazard complaints.
  • Responds to fire code, ordinance, and life safety inquiries from citizens.
  • Attends meetings with architects, developers, and City staff to review code requirements and Fire Department procedures.
  • Conducts technical inspections of fire protection systems and complex target hazards as required.
  • Conducts water flow analysis, hydrostatic tests, and fire alarm tests and addresses difficulties.
  • Acts as community liaison for fire safety programs to promote commercial and industrial training to programs to increase fire safety in the workplace.

I graduated from the EADP Program in the Spring of 2006 with B.S. in EADP and a minor in Geography / GIS.  I am currently the Crisis Information Systems Manager for the Dallas / Fort Worth Hospital Council.  I am responsible for the implementation and administration of WebEOC, a web-enabled crisis information management system that provides secure real-time information sharing, for all of the hospitals in our 19-county region.  In this position, I am also responsible for the training of WebEOC users, assisting with the program budget development and implementation, and developing relationships with our hospitals, as well as local, regional and state emergency management agencies. 

I was previously the Strategic National Stockpile (SNS) Coordinator for Dallas County, Texas and a Floodplain Specialist for Michael Baker, Jr Inc. in Denton, Texas.

I am the new Disaster Program Manager at the Volunteer Center of Rhode Island, a position created specifically this year ('07) because of the increase in disaster planning going on in Rhode Island. VCRI has been recognized as the sole-source for spontaneous volunteer management and volunteer recruitment by the state of Rhode Island. Primary responsibilities of my job include working with the Rhode Island State Department of Health and the Rhode Island Emergency Management Agency in developing a plan for managing spontaneous volunteers during times of disasters, with the major focus right now on pandemic flu and medical disaster preparedness. In addition I am responsible for development of volunteer management best practices, trainings and exercises, and assistance with annexes to state plans.

 I am also still assisting in administrative duties as the Secretary for the RIVOAD and working with other local, regional, and national voluntary organizations to coordinate planning for disaster recovery operations when a disaster strikes the state.

I graduated from UNT EADP program in May 2005.  I have obtained an emergency management position with the American Red Cross as an Emergency Planning Specialist. I started at ARC on September 6th, just as we in the midst of taking thousands of evacuees from Hurricane Katrina. During disasters, my roles changed a bit to become a Government Liaison for the American Red Cross in area EOCs. For Hurricanes Katrina and Hurricane Rita, I was the government liaison for the American Red Cross in the Joint Operations Center for the City of Dallas coordinating efforts and resources with the City of Dallas, Dallas FD, Dallas PD, National Guard, Texas State Guard, Dallas OEM, and a Medical Group consisting of doctors.

Since we have closed the shelters in Dallas Co, Denton Co, and Collin County, I have made my way back into the office to start on disaster plans consisting of the Dallas Area Chapter Disaster Response Base Plan, Continuity of Operations Plan and a joint annex with the Chisholm Trail Chapter (Fort Worth) called the DFW Multiple Chapter Response Plan. This plan deals with coordination and cooperation between the Dallas Area ARC and the Chisholm Trail Chapter in Ft Worth in the event that there is an event that captures the attention of national media such as an aircraft disaster at DFW airport or WMD event, etc. I am also on many VOAD committees and have ran into two classmates from a Terrorism class and a Public Administration class at the Dallas County VOAD meeting and the other at the American Red Cross chapter taking a Disaster Action Team class. It is so neat that I have run into so many UNT EADP students/graduates since Hurricane Katrina.


Below are my duties and responsibilities with the American Red Cross as an Emergency Planning Specialist:

* To provide leadership in disaster response planning including the ongoing updating of the base plan, and its annexes. To communicate to internal and external stakeholders the emergency response capabilities of the chapter, and provide updated emergency response plans (via digital media) to those stakeholders.

* To continually serve in leadership capacity to improve our chapter's disaster readiness capability to respond to all-hazards disaster emergencies.

* To conduct disaster mitigation activities through chapter to city and county relationship building initiatives and collaborative disaster planning activities with local government and non-government agencies. The Emergency Planning Department implements Statements of Agreements with all municipal and county governments (via Emergency Management Office's) across our 11 county/144 city service delivery area which detail the roles and responsibilities of both organizations during pre-disaster planning and preparedness and response and recovery roles and responsibilities under threat of disaster or post disaster.

* To establish new relationships or improve existing relationships with all fire departments across our service delivery area. All of our fire department's are crucial partners to the American Red Cross as we rely on their current knowledge of Red Cross programs and services. Just as important, we rely on Fire Department Incident Command emergency notification and requests for the Dallas Area Red Cross to respond to the scene of disasters (residential home fires, apartment fires, emergency responder canteen, tornado's, floods, etc.).

* To plan and coordinate emergency management exercises with key emergency response agencies in the local area (our 11 county service area).

* To serve during disaster or during threat of disaster as American Red Cross Government Emergency Management Liaison at local municipal or county Emergency Operations Centers (EOC's) and/or at the Federal level under the National Response Plan E.S.F.#6 at F.E.M.A.  Centers.

My name is Jaime Sarbaugh and I am a recent (2004) graduate of UNT with degrees in EADP and Sociology.  Currently, I am working as an Emergency Management Coordinator and Public Information Coordinator for Collier County (Naples), Florida, Bureau of Emergency Services, Emergency Management.  As you may well know, we just experienced the land-falling category 3 Hurricane Wilma that ripped through south Florida.  This being my first year of Emergency Management, I expected to be overwhelmed by what it would mean to prepare, respond, and recover from such an event.  I am happy to report that, although we still have a long way to go, we have come out swinging.  I am grateful to the University of North Texas and all of my former professors for the education I received, that I was ready and able for such an event and able to help save and protect the lives of hundreds of thousands of residents in Collier County.  If I can ever be of any assistance to your program, please do not hesitate to ask.

As MMRS (Metropolitan Medical Response System) Coordinator I am responsible for assuring and maintaining records of expenditures for the Federal Grant programs of MMRS and UASI. The MMRS position is located within the Jacksonville Fire Rescue, Emergency Preparedness Division. Current grant monies are 6.8 million dollars. The MMRS coordinator reports to ESF 8 Health and Medical of the EOC Organizational Chart. The JAX MMRS position is part of the largest City in the US based on land mass and located in a City where Superbowl XXIX Champions were crowned.

UNT is almost like the Harvard of emergency management to many of the COGs in Texas. Simply having the EADP degree gives me instant credibility in any conversation with a jurisdiction or fellow planner. Just this morning during Midland's WMD exercise I was in the ICP "observing" when an FBI agent approached me. I'd never met him before but he was familiar with my position and background as a UNT graduate - he graduated from the EADP program in '93. Instant credibility, we bypassed the "sizing one another up" phase and moved directly into discussing the exercise at hand. So, I'm glad I went to school where I did.

One of our next targets is to incorporate NIMS (or ICS) into the basic level plans for the jurisdictions in our region. It'll be an interesting experience I'm sure. Recently our department wrapped up the majority of our 2005 LETPP and SHSP grant allocations and submitted the proposed allocations to the board of the Permian Basin Council of Governments. This project of interoperable communications for our region was waiting on my desk when I walked in the door my first day here. They gave me our statement of work and said, "Show us how good you are."  Somehow most of the information from my EADP courses is resurfacing when I need it!

I am the District Epidemiologist for the Central Virginia Health District of the Virginia Department of Health.  I started September 11, 2006.  My District includes the cities of Lynchburg and Bedford, and the Counties of Amherst, Appomattox, Bedford, and Campbell (it's different here in the Commonwealth of VA: cities are political entities in themselves, so they aren't part of a county...news to me, too!).  It's a total of about 2100 square miles, and roughly 230,000 residents, plus the additional student populations of five colleges/universities.  I'm responsible performing syndromic surveillance through the hospital emergency departments in the area, and I receive reports directly from practitioners and laboratories and investigate all confirmed or suspected diseases included on the VA Reportable Disease List (similar to the CDC list, plus an additional 15 or so).  I work with other state agencies, hospitals, physicians, first responders and rescue authorities to ensure appropriate response planning to community health threats/events, including bioterrorism.  I maintain the disease incidence tracking system, and serve as a liaison between the state health department and the local medical community fostering effective lines of communication and relationships to ensure timely disease reporting.  I serve as the subject matter expert in epidemiological investigations, including disease clusters and outbreaks.  I coordinate and direct the Epidemiologic Response Team, a multi-disciplinary internal team (including nursing, environmental health, lab, clerical, and administrative members) that responds to disease outbreaks.  I work side-by-side with the emergency planner at the health department (both of our positions are federally grant-funded by the CDC) to ensure that our plans for mass prophylaxis and vaccination in the district are adequate and tested.  In fact, we did a mass dispensing drill last week for pandemic influenza repsonse; we administered 400 influenza vaccines (free of charge) to the public to practice response to a pandemic influenza.  I maintain 24/7 availability; they issued me a cell phone, a pager, a satellite phone, and a PDA, so I'm ALWAYS accessible.

My overall function is to support the UTA Fire Marshal in executing the campus fire and life safety program for University Housing.  I am responsible for performing fire and life safety inspections for Housing (all campus-4 residence halls and 20 apt complexes).  I serve as the liaison between Housing and the Environmental Health and Safety office as it relates to safety issues in campus residential properties in accordance with NFPA 101 as adopted. 

I am working very closely with the UTA Fire Marshal.  He is the Fire Marshal over campus and I'm basically Fire Marshal over housing.  I am in charge of all inspections, as well as the State reports we get from the Fire Marshal.  I am also in charge of a better education program that reaches the students as well as personnel.   I will keep up records, and report to the Vice President as completion of projects goes through.  I also maintain and check on Fire Equipment, as well as make sure any work orders involved get put in.  Then I of course do the follow up.  In the future I am going to help with new plans on some renovation and some larger structures to help ensure compliance of Fire Fighter Safety. In the future I will assist in Emergency Management plans and programs for the campus.
