Eliot Jennings Eliot Jennings graduated from UNT with a degree in Emergency Administration and Planning in 1997. Prior to entering UNT, he served for 10 years in the US Navy Nuclear Power Program, submarine service. Following graduation, Jennings held the positions of Operations & Planning Coordinator for Galveston County Office of Emergency Management; Emergency Management Coordinator for the City of Galveston; and Emergency Management Coordinator for Galveston County Office of Emergency Management. Jennings has served as Vice President of the Texas Gulf Coast Emergency Management Association, and as adjunct instructor for State of Texas Division of Emergency Management: Principles of Emergency Management Course Hurricane Planning course. He has presented at various state and national conferences, including the State of Texas Emergency Management Conference, and the National Hurricane Conference.
Jennings is currently
pursuing the Master of Public Administration degree at UNT. |

As a Federal On-Scene Coordinator of the
Response and Prevention Branch, Ms. McCormick responds to oil, chemical,
radiological, biological, natural disaster and terrorist incidents.
During her career with EPA, Ms. McCormick responded to the World Trade
Center and Columbia Shuttle Disasters. Ms. McCormick has also been
deployed to a number of presidentially-declared disasters such as
Hurricane Andrew, Tropical Storm Allison, New Mexico (Los Alamos)
Fires. As a FOSC, she has also responded to numerous train derailments,
plant explosions, pipeline/well-blowouts, and highway incidents. Ms.
McCormick in addition to being an FOSC, is the Exercise/Contingency
Planning Coordinator for Region 6 and is on the Region 6 Terrorist Task
Force. |

Witold M. responsible for the development of public and professional community
education programs for disaster and Bioterrorism detection, response and
recovery. Dr. Migala has served as an adjunct for the Graduate School of
Public Health and the University of North Texas Health Science Center.
He has had extensive training in Weapons of Mass Destruction, Incident
Command, the Strategic National Stockpile Program, Critical Incident
Stress Management, Geographic Information Systems, and terrorism
response. Dr. Migala also oversees Epidemiology and Assessment
activities for the city of Fort Worth in an effort to monitor and
improve the overall health of the community. Dr. Migala's expertise has
been sought in countries throughout the world, including leadership
training exercises by the United States Army and disease eradication
programs for the World Health Organization. |

Lloyd R. Smith, Jr., MBCP Lloyd R. Smith, Jr., a retired Air Force Colonel, has 25 years experience in Information Systems and 20 years in Disaster Recovery. As Director of Communications, Computer Systems for the Oklahoma Air Logistics Center for five years, he and the Information Systems Staff were responsible for a disaster recovery operation when a 40 hour, 22 alarm fire threatened three critical operations centers and did $138 million dollars in damage to the logistics, maintenance/manufacturing and distribution facility. Lloyd also provided disaster recovery assistance to a client, on site after the Oklahoma City Federal Building Bombing, was involved in the devastating F5 tornado in Oklahoma City and assisted an international corporation with hundreds of people at ground zero in their human and emergency response to the terrorist attack on the United States. Colonel Smith, a graduate of the U.S. Naval Academy, Annapolis, MD., has a Masters Degree from the University of Oklahoma. Certified as a Master Business Continuity Professional (MBCP), he is an internationally recognized speaker and instructor and has become a leading advocate in government and corporate America, Europe and Asia for government agency and business/mission disaster prevention and recovery planning. He founded Business & Government Continuity Services, which provides business and government disaster recovery awareness and consulting services to include risk/vulnerability analyses, business impact analyses, disaster recovery plan development, testing, training, recovery plan mentoring and auditing.
Lloyd has
been active in developing business continuity policies and standards
while serving on the Disaster Recovery Institute (DRI) International
Certification Commission and the DRI International Board of Directors
for eight years. He currently serves as a DRI International senior
instructor, has taught over 150 DRI International Courses and serves as
a UNT adjunct professor teaching an accredited private sector course
which includes emergency response, business recovery and government
mission continuity. |

Benny D. (Ben) Taylor Mr. Taylor has over thirty five years of experience in contingency planning and related planning activities, i.e. data center consolidation, business risk assessment, disaster recovery/business continuity planning, high availability solutions for critical business processes and project management. His areas of expertise include business resumption planning; business continuity/ disaster recovery programs; data center consolidations and migrations; data center operations and management; project management; financial planning, analysis, and risk management; return on investment (ROI) studies for high availability IT solutions. Currently, Taylor is Perot Systems’ Business Continuity Services Delivery Manager. Prior to accepting this assignment with Perot Systems, he was Principal, Taylor Consulting, Inc. Consulting engagements involved working with clients in the development of corporate business continuity plans. Formerly, Taylor was the Director of Hitachi Data System’s (HDS) Business Continuity Services. His responsibilities included the formulation, implementation and management of the HDS’s methodology for business continuity services. Taylor managed consulting engagements for financial institutions, insurance companies and manufacturing companies. His HDS deliverables were ROI studies containing various levels of high availability solutions. Before joining HDS, Taylor was the Global Projects Manager for IBM Business Recovery Services (BRS). His responsibilities were the development of IBM’s Global Business Recovery Strategy and included working with IBM’s client base in providing business recovery solutions on a global basis. Before joining IBM, Taylor was the manager of contingency and disaster recovery planning for Texas Instruments’ Information Systems and Services. His responsibilities included contingency planning, the implementation of a global computing and networking disaster recovery plan and overall business continuity planning.
Mr. Taylor is a retired Air Force colonel with over twenty years
experience in the management of military command, control,
communications and computer systems. |

Chad J. Weldon Chad Weldon has over 15
years of fire protection, prevention and emergency management
experience. He is currently the Assistant Fire Marshal for the City of
Denton, Texas. Chad has held several positions within the department
including firefighter/paramedic, HAZMAT team member, assistant bomb
squad commander, arson investigator, and deputy fire marshal. He holds
an advanced Peace Officer license for the State of Texas and is a member
of the Bureau of Alcohol, Tobacco, Firearms and Explosives Arson Task
Force. He also holds an AAS in Fire Science from Collin County Community
College. In his current position he is responsible for the management of
the fire inspection unit, public education, arson investigation unit,
bomb squad, homeland security grant program, and the health department.
Chad also serves as an original member of the Regional Emergency
Preparedness Advisory Committee for the North Central Texas Council of
Governments. |
