Explanation of Variance/Comments: The University has experienced a significant increase in student enrollment that required the University to increase its faculty and staff. The result is that the University's average FTE for "Appropriated Funds" for the four quarters of the year exceeds the University's cap for "Appropriated Funds" by only 6.23 FTE.
