OUT-OF-STATE TEACHING FEE FOR DISTANCE EDUCATION COURSES

PERTINENT FACTS

Courses taken by students outside the state of Texas do not qualify for formula funding and are not charged tuition. Sec. 54.544 of the Education Code authorizes the governing board of an institution to charge a fee to each person registered in a course taught across state lines. The fee is to be sufficient to recover related costs. In addition, the Coordinating Board has issued guidelines relative to Sec. 54.544 that authorizes an institution to set the fee at a level above the cost of delivering the course. Fees for courses taught across state lines will vary significantly by program and location.

RECOMMENDATION TO THE BOARD OF REGENTS

The President, with the concurrence of the Chancellor, recommends that the Board of Regents authorize the President, or his designee, to approve fees charged under Sec. 54.544 of the Education Code, for courses taught across state lines beginning with courses taught in fiscal year 2001.
