CONSTRUCTION MANAGER FOR STUDENT RECREATION CENTER

PERTINENT FACTS

At the November 2000 meeting, the Board selected the firm of F&S Partners as architect for the Student Recreation Center. The Board also authorized initiation of design subject to an expenditure limit of $350,000 prior to Legislature approval to charge a Student Recreational Facility Fee.

The initial programming on the project has been completed. The new facility will include a 4-court gym, a 4-lane jogging track, weight and strength training areas, cardiovascular training area, rock climbing wall, a 5,000 square foot leisure pool and an 8-lane lap pool. The estimated project cost is $31,036,000 and the facility is expected to open for the fall 2003 semester.

The administration has determined that the use of a Construction Manager At-Risk will be in our best interest for this construction. An RFQ (Request for Qualifications) was issued and eighteen qualification packages were received. The qualifications were evaluated and the following three firms were asked to submit proposals for the construction.

1. Austin Commercial, Inc.

2. Hunt Construction Group, Inc.

3. Lee Lewis Construction, Inc.

Following review of the proposals and in-depth interviews with the three firms it is recommended that Austin Commercial, Inc. be selected as CM At-Risk. No expenditures for the CM At-Risk will be committed prior to approval by the Legislature and Governor for the Student Recreational Fee.

RECOMMENDATION TO THE BOARD OF REGENTS

The President recommends, with the concurrence of the Chancellor, that the Board of Regents:

  1. Approve the Student Recreation Center at a project cost not to exceed $31,036,000.
  2. Approve submission of the project to the Texas Higher Education Coordinating Board for approval.
  3. Approve the selection of Austin Commercial, Inc. as Construction Manager At-Risk.
