SUBJECT: INTRODUCTION TO HUMAN RESOURCES POLICY MANUAL

Applicability:  ALL UNT  EMPLOYEES

1. Purpose of the Policy Manual:

This manual comprises the official University human resources policies and procedures. Many of these policies cover both faculty and staff and some include student employees. Others may apply only to staff or some other group. There is an applicability statement in the heading of each policy describing which employees are covered. There are additional faculty policies that are beyond the scope of this manual and are issued in other publications.

The published and on-line manuals are an effort to create better understanding of University-wide human resources policies. They should eliminate the need for personal decisions regarding these policies, protect the rights of all employees, and assure uniformity of action throughout the University. Each member of management is responsible for administering these policies in a consistent and impartial manner.

Policies in the field of human resources become subject to modification and further development in the light of experience. Each member of management can assist in keeping our human resources program up-to-date by notifying the University Human Resources Department when problems arise or improvements can be made in the administration of our human resources policies.

  1. Official Policies and Procedures:
  2. The Policy Manual (Volumes I, II and III) and the Faculty Handbook are the official policies and procedures of the University of North Texas and are intended to provide general information. UNT reserves the right to make changes at any time to reflect current board policies, administrative regulations and procedures and amendments required by state and federal law. Information provided by these manuals is subject to change without notice and does not constitute a contract between the University of North Texas and its faculty and staff.

  3. Distribution of Manual:
  4. This policy manual will be issued and maintained via the University’s website. Employees who do not have regular access to the UNT website through their personal workstations may obtain policies at any time by contacting the University Human Resources Department. It is the responsibility of each faculty and staff member to be familiar with the information contained in the policy manual and any amendments thereto.

  5. Authority for Human Resources Policies:
  6. The human resources policies contained in Volume I have been approved by the President and by the University Board of Regents, and are hereby established as official University policy.

    The University Human Resources Department is responsible for administering these policies.

  7. Establishing New or Revised Policies:

Standard policies concerning the relationship between the University and its employees will be written and made available to all concerned through inclusion in the policy manual.

When there is an apparent need for a new or revised policy, the University Human Resources Department will submit it through appropriate channels to the President.

When the President has approved the new or revised policy, it will normally be submitted to the Board of Regents for final approval. The President, however, may direct that the policy be issued and administered immediately, pending subsequent approval by the Board.

The Office of the Senior Vice President for Administration will distribute notice of approved changes or additions to this manual by campus e-mail announcement and will distribute approved policies to the web-based policy manual.
