GENERAL HOURLY STUDENT EMPLOYMENT

APPLICABILITY: HOURLY STUDENT EMPLOYEES

1. Purpose:

To provide a systematic method for the employment of hourly student employees in positions which are not specifically involved in research or academic support and to enhance and further our Affirmative Action Policy of nondiscrimination as an Equal Opportunity Employer.

2. Policy:

It is the policy of the University that all persons seeking employment with the University in general student employment positions will receive employment opportunities in accordance with their individual job-related qualifications, without regard to age, race, color, religion, sex, national origin, handicap or disability, disabled veteran status, or Vietnam Era veteran status. Thus, the following responsibilities and stipulations are defined.

In addition to complying with federal and state equal opportunity laws and regulations, the University through its Diversity Policy declares harassment that is based on individual differences (including sexual orientations) to be inconsistent with its mission and educational goals.

3. General Student Employment Definition:

"General Student Employment" refers to positions at the University which:

3.1 Are filled by students who are enrolled on a continuing basis, or who are between regular terms of enrollment at UNT.

3.2 Are in nature both temporary (filled on the basis of departmental need on a semester basis,) and part-time (involving an average of no more than 30 hours per week employment with exceptions as noted in Sec. 7.1 below.)

3.3 Are paid from funds other than instructional, and paid on an hourly basis.

3.4 Do not include fringe benefits such as sick leave, unemployment compensation, vacation leave, holiday pay, group insurance, or retirement benefits.

3.5 Do not include the following positions which are posted and recruited through the employing department:
Graduate Student Teaching Fellowships
Teaching Assistantships
Teaching Clinicians
Student Research Assistants
Student Academic Assistants
or positions posted and recruited through the Human Resources Department:
Registration Workers
Students in regular staff positions
Graduate Services Assistants or Salaried Graduate Practicums

4. Human Resources Department Responsibilities:

All staff employment (regular salaried and temporary hourly student and non-student employment) is the responsibility of the University Human Resources Department. Regarding all types of student employment, the Human Resources shall be responsible for:

4.1Establishing and reviewing general student employment policies.

4.2 Monitoring recruitment and selection practices for all types of student employment to ascertain compliance with federal and state laws.

4.3 Coordination with employing departments and with Student Employment Services regarding the application of University policies and procedures regarding all types of student employment.

5. Student Employment Services Responsibilities:

Employment-related functions for general student employment positions on campus are delegated to Student Employment Services under the direction of the Vice President, Student Development. Responsibilities include:

5.1 Establishing student employment procedures.

5.2 Open posting in Student Employment Services of on-campus general hourly student employment opportunities and College Work-Study hourly student employment opportunities.

5.3 Recruitment and screening of student applicants.

5.4 Maintenance and administration of general student employment job categories and wage ranges.

5.5 Maintenance of appropriate records and documentation regarding general student employment recruitment and placement activities as needed for compliance with federal and state reporting requirements.

6. Financial Aid Office Responsibilities:

The Financial Aid Office will retain the responsibility for supervision of all aspects of student employment involving recipients of Financial Aid, including the following:

6.1 Certification of eligibility of Financial Aid recipients for on-campus employment.

6.2 Establishing wage earnings limits for student employees receiving College Work-Study or other Financial Aid funds.

6.3 Certifying eligibility of departments to employ College Work-Study recipients.

6.4 Developing policies for and insuring compliance with federal and state laws regarding administration of the College Work-Study program.

6.5 Supervising solicitation of College Work-Study positions for on and off-campus.

7. General Provisions:

All general student employment is subject to the following stipulations:

7.1 A general student employee may work no more than an average of 30 hours per week during periods of regular enrollment. International Student employees are subject to the terms and conditions of their visa status and are generally limited to no more than 20 hours per week during periods of regular enrollment; refer to Volume 1, Policy No. 1.2.4, "Employment of Non-Citizens" for further information. Between periods of regular enrollment (semester breaks or summer months) a general student employee may work in excess of 30 hours per week for short periods of temporary employment without prior approval. A student may not hold more than one general student employment position if the total hours worked per week exceed those allowed by this policy. Any exceptions must be approved in advance by the Student Employment Office in conjunction with the Human Resources Department.

7.2 General student employees should either be full-time students at UNT or should show evidence that they are actively pursuing academic work leading to a degree or certification. A continuing student who has not enrolled in the current or most recent long semester (Fall/Spring), must resume regular enrollment in the next long semester (Fall/Spring) to continue general student employment.

7.3 Students approved for College Work-Study positions may not work more hours per week than allowed under the limits of their award.

7.4 Students receiving any type of Financial Aid through federal allocations must demonstrate unmet financial need for the semester in question before being considered for general student employment positions.

7.5 Student employees are employed at the will of the department and may be terminated at any time for any reason provided the reason is not illegal such as discrimination.
