INTRODUCTION

This manual is an attempt to provide information and procedural guidance to answer many of the questions related to fiscal operations under the direction of the Vice President Fiscal Affairs. Also included are policy directives from the Vice President Administrative Affairs. It not only replaces the old "Fiscal Regulations", it hopefully provides a measure of additional guidance that will be of value to you and your staff.

The majority of the information contained in the manual eminates from Texas Statutes, the General Appropriations Act and its rider provisions, Board of Regents rules and regulations and University established and approved policy.

This initial manual is basic, but please note the format will permit easy expansion to include,a more complete manual for your guidance.

This Manual is University property. If for any reason, such as resignation, transfer or other change in your status, you no longer need this Manual, it must be reassigned to someone else at the location or returned to the Office of Planning and Analysis.
