G. Faculty Elections

In all elections eligibility of candidates and issues should be determined and announced in advance of the election. Student instructors working on advanced degrees at the University of North Texas should be disqualified on grounds that they are both temporary and subject to influence. No one should vote in more than one department or division. Signed resolutions, petitions and similar devices that have the effect of subverting the secrecy of the ballot should not be circulated in conjunction with an election. When elections are conducted in the context of a meeting or forum, the floor should be open for reasonable discussion of all issues raised prior to any voting. As a first order of business, each college, school, department or division should elect an election judge or elections committee who will conduct all elections. The counting of ballots should be open to all interested parties so long as the integrity of individual ballots is maintained.
Procedure A For Elections Held in a Room or Auditorium
Ballots, prepared in advance for checking where possible (and uniform in size in any case), are distributed, collected, counted and the results announced in the presence of the entire assembly. The election judge, with the assistance of at least two tellers, representing any opposing sides that may be identifiable, should conduct the count. If an elections committee has been selected, the committee shall conduct the count.
Procedure B For Elections by Faculty Mail (campus mail or academic unit mail boxes)
Ballots, fulfilling the condition stated above, will be distributed to each eligible voter along with two envelopes, one blank and one addressed to the election judge, elections committee, or teller, as appropriate. Each voter will mark his or her choice on the ballot and seal it in the blank envelope, place the blank envelope inside the envelope addressed to the election official, and seal the addressed envelope. The name and department (when the election extends beyond a single department) of the voter shall be printed in the upper left-hand comer of the outer envelope. The outer envelope must be signed either in the upper left hand comer of the outer envelope or across the seal on the back of the outer envelope. Ballots mailed in unsigned envelopes cannot be counted.
When the time for returning ballots has passed, the election committee shall proceed to the count, which shall be open to interested parties. In the absence of a committee, the election official shall announce where and when the ballots shall be counted so that opposing candidates, their representatives, or any interested faculty members may witness the count. The signed outer envelope shall be opened and separated from the inner envelope in such a way as to protect the secrecy of the ballot. Then, the inner envelope can be opened, and the count can proceed. The election official(s) shall certify the results.
