The University of North Texas recognizes that student, faculty and administrative concurrence in establishing a wholesome atmosphere to scrutinize and exchange ideas is educational. Therefore, the issuance of invitations to outside speakers by members of the university community is encouraged and (except for constraints that may follow from the lack of availability of suitable facilities) is limited only in unusual circumstances when an invitation may be canceled by the President of the University or his authorized designee(s) if in his or her opinion the proposed event or speech constitutes a clear and present danger to the university.
Examples of such dangers may include forcible obstruction of normal access to any building or area of the campus; forcible disruption through sound or other means of any other university function that might be scheduled at the same time; a speaker's advocacy of such actions as the violent overthrow of the government of the United States, the State of Texas or any political subdivision thereof; the willful damage or destruction, or seizure and subversion of the university's buildings or other property; the forcible impairment of, or interference with, the institution's regularly scheduled classes or other educational functions; the physical harm, coercion, intimidation or other invasion of lawful rights of the institution's officials, faculty members or students; or other campus disorder of a violent nature.
Appeals from such decisions shall be made to the dean of students who upon request shall convene a committee composed of two students, two faculty members and one staff member to hear the appeal and make recommendations to the President. The committee shall convene within a reasonable time not to exceed 10 school days.
Off-campus speakers who are not sponsored by a university department or organization and who wish to present noncommercial information on campus must schedule a time and location through the university facilities coordinator. All programs must be consistent with published university policies and guidelines as stated above. (See UNT Policy Manual, Vol. III, #18.4.8.)
