M. Procurement of Printing and Copying

Departments should direct all requests for printing to University Printing Services or to the office of Public Affairs and Information Services. Acquisitions of all printing are subject to the laws and regulations of the State of Texas and the regulations of the University of North Texas. All requests for printing sent to University Printing Services should be on or accompanied by an Interdepartmental Order.
Purchasing cannot issue an order for printing unless the Director of Printing Services has approved in writing release of the order to outside firms. If approved to go to an outside firm, all printing on STATE accounts must be competitively bid, regardless of cost, per the Texas Constitution. Printing on local fund accounts must follow the established thresholds for competitive bids.
If the printed piece is intended to promote or explain the programs of activities of the university, or requires writing, editing, or design services it should be directed to the Public Affairs and Information Services Office rather than to Printing Services.
NOTE: Photocopies are considered to be printing; prior approval (as explained above) and bidding is required when not using Printing Services.
The university's Printing Services is staffed to provide for the printing needs of all departments on campus. They are a complete in-house printing facility made up of a Customer Service Department, which offers typesetting and printing plant; and on-campus copy centers. If there is a need for layout, or production assistance, the Graphics Department of Printing Services is prepared to assist in the preparation of general printer materials for departments or student organizations which do not require writing, editing, or design. This includes reports, manuals, and pamphlets, as well as strictly functional materials such as forms, labels, envelopes, and standard letterheads.
