Role of implementors as participants
- The effectiveness of a standards development effort, as measured by the output of a usable, implementable, and market–acceptable standard, is related to the depth and breadth of participation in the standards work by implementors of the standard who not only have technical expertise but also are stakeholders in that they have a vested interest in the ultimate acceptance of the standard in the marketplace.
