Stage 1: The Vision -- 1979-1981
- Participants lacked a specific set of functional or technical requirements on which to base computer–to–computer communications protocols. Few precedents and limited technical knowledge existed regarding the interconnection of disparate bibliographic computer systems.

Stage 2: The Project -- 1981-1988
- The focus on a limited application or implementation, namely, the Linked Systems Project, resulted in a draft standard that failed to gain approval of a broader group of stakeholders because it did not contain sufficient specifications that would serve their needs.
- Participants in the standards work acknowledged that the standard would continue to evolve and opened the question whether such a standard can ever be considered complete.
