Stage 3: The Standard -- 1988-1992
- There was uncertainty as to the procedures and processes needed for ongoing management of the evolution of the standard.
- A new set of stakeholders emerged in response to Z39.50–1988 and they brought the perspective of actual or potential implementors directly into the standards work.

Stage 4: The Implementors and Implementations -- 1992-1995
- The standards work was open to expanded participation by stakeholder–implementors.
- To the extent that implementors were both stakeholders and participants in the standards work resulted in revisions to the standard that more fully addressed the needs of the stakeholders.
- The broader range of participants in the standards work resulted in increased linkages with other activities occurring in the emerging networked environment.
