The project design highlights two key features: rigorous project management and collaboration.

Previous sections of the narrative identified specific goals and measurable objectives for this project, and additionally, they identified project activities and tasks that will assist the research team in achieving these objectives and goals. Conscientious project planning, project management, and formative and summative assessments provide the framework and tools for carrying this project to a successful conclusion.

Collaboration is essential for the success of this project. The project includes the appointment of a project advisory board comprised of nationally recognized figures in the arenas of standards, Z39.50, library systems, and stakeholder organizations. The project also has commitments from OCLC, SIRSI, and NISO for in-kind matching contributions or other forms of support (see Appendix F: Letters of Support). This reflects the project's intention to be a catalyst for cooperation among a variety of stakeholders including vendors, librarians, and others to resolve barriers to interoperability.
