Evaluation

The detailed project management plan will include formative assessments for evaluating the progress of the project based on the project objectives listed earlier. Deliverables for the project include six-month reports documenting progress and objectives achieved.

The project will include a summative evaluation at the end of the grant period to assess the achievement of the project goals and objectives. That evaluation will assess the utility of the interoperability testbed components such as the reference implementations, test data, test scenarios, and procedures for operating the testbed. A key measure will be the number of Z39.50 implementors who have or plan to use the interoperability testbed to assess their products. Another measure will be the extent to which purchasers of Z39.50 products require their vendors to demonstrate interoperability of product using the testbed. Other evaluation measures and criteria will be developed as part of the project management plan, including the development of user-based assessments of effective interoperability.

One important outcome of the testbed can be measured in the short and long term by identifying the number of installations that use the configuration of the Bath and Z Texas Profile as tested through the interoperability testbed. Such changes in the deployment of existing Z39.50 implementations will have a positive effect on libraries and their users' capabilities for information access and information resource sharing.
